28 november 2006: Kerst- en Nieuwjaarsboodschap 2006 van Z.E. De Gouverneur van de Nederlandse Antillen mr. Frits Goedgedrag via de Stichting Omroep Nederlandse Antillen.
Landgenoten, Waarde Antillianen,
Een groot deel van de wereld maakt zich op voor het kerstfeest; het feest waarbij wij de geboorte van Jezus Christus vieren. Ook Antillianen, zowel in Nederland als in de Nederlandse Antillen, bereiden zich voor op Kerstmis. Wij Antillianen houden van de traditie van het kerstfeest, dat wij doorgaans vieren in de geborgenheid van de familie- en vriendenkring. Deze – in Nederland - donkere dagen, zo vlak voor het begin van het nieuwe jaar, bieden ook een uitgelezen moment om stil te staan bij de gebeurtenissen van het afgelopen jaar en vooruit te blikken naar het komende jaar.
Het einde van het jaar wordt voor de Nederlandse Antillen gemarkeerd door belangrijke gebeurtenissen op staatkundig gebied. Voor het eerst sinds de discussies over de staatkundige toekomst van onze eilanden decennia geleden begonnen, zijn er tussen Nederland en alle eilanden concrete afspraken gemaakt over nieuwe staatkundige verhoudingen. Curaçao en Sint Maarten zullen in de toekomst de status van land binnen het Koninkrijk verkrijgen, terwijl Bonaire, Saba en Sint Eustatius een positie zullen krijgen binnen het Nederlandse staatsbestel. Het land de Nederlandse Antillen als staatkundige entiteit zal ophouden te bestaan. Belangrijk is ook dat aan deze afspraken nieuwe perspectieven voor de eilanden en hun bevolkingen verbonden zijn. Zij bieden uitzicht op een structurele verbetering van het welzijn van de bevolkingen van de eilanden. Naar verwachting zullen in het nieuwe jaar de afspraken op een Ronde Tafel Conferentie bezegeld worden, waarna vervolgens het transitieproces op weg naar de nieuwe constellatie zal worden ingezet.
Verder kijken wij terug op een bijzonder geslaagd en feestelijk bezoek van Hare Majesteit de Koningin aan onze eilanden vorige maand. De door de Koningin getoonde betrokkenheid leidde tot groot enthousiasme onder de bevolking op alle eilanden. Het bezoek onderstreepte de gevoelens van verbondenheid binnen het Koninkrijk en wij zijn de Koningin dan ook zeer dankbaar voor dit bezoek, dat vooral in het teken stond van de jeugd.
Deze feestelijke en hoopvolle gebeurtenissen mogen onze aandacht echter niet afleiden van de lange weg die we moeten gaan om onze jeugd een goede toekomst te bieden. Het is een grote zorg dat te veel Antilliaanse jongeren op de eilanden èn in Nederland bij gebrek aan perspectief verzeild raken in een vicieuze cirkel van werkloosheid, drugs en criminaliteit. Meer nog dan de staatkundige veranderingen is het aanpakken van deze problematiek de werkelijke uitdaging waarvoor wij staan. De gunstige ontvangst die het Deltaplan van Minister Leeflang zowel in de Nederlandse Antillen als in Nederland ten deel is gevallen, biedt wat dat betreft hoop voor de toekomst. Dit plan, dat ziet op een integrale aanpak van de jeugdproblematiek, gaat het komende jaar tot uitvoering komen.
Naast de problematiek van de Antiliaanse jeugd op de eilanden èn in Nederland, mag zeker niet onvermeld blijven dat in beide delen van ons Koninkrijk de overgrote meerderheid van onze landgenoten het heel goed doet. Soms zelfs zo goed dat ze boven het normale en verwachtbare uitstijgen en bij hun verdiensten wil ik dan ook graag even stilstaan.
Zonder anderen tekort te willen doen, wil ik wijzen op het goede werk van Zorgen & Schaven op Statia, Het Project op Bonaire, DARE op Curaçao, Childfocus op Saba en de I-Can-Foundation op Sint Maarten. De vrijwilligers die zich belangeloos inzetten voor deze organisaties verdienen groot respect en dank.
Ook in Nederland hebben mensen van Antilliaanse afkomst zich bijzonder onderscheiden. Zo werd begin dit jaar Regina Mac-Nack genomineerd voor de verkiezing van Amsterdammer van het Jaar, ontving de oncoloog dr. Bob Pinedo de Amsterdamse IJ-prijs en werd dit jaar de Chichi-prijs uitgereikt aan Elvis Monte uit Den Haag. Verder werden bij de gemeenteraadsverkiezingen 12 leden van Antilliaanse afkomst gekozen en gingen er in het kader van het leesproject “Nederland Leest” honderdduizenden exemplaren van het boek “Dubbelspel” van schrijver Frank Martinus Arion over de toonbank. Ook de prestaties van de jonge veelbelovende atleet Jonathan Pengel mogen niet onvermeld blijven.
Dit zijn Antillianen waar wij trots op mogen zijn en die een voorbeeld kunnen zijn voor onze jongeren die nog aan het begin staan van hun toekomst
Het is dan ook mede door deze positieve geluiden dat wij met vertrouwen het komende jaar tegemoet kunnen zien.
Mede namens mijn echtgenote Dulcie en kinderen wens ik u allen een gelukkig Kerstfeest. Ik hoop dat het nieuwe jaar veel geluk, gezondheid, kracht en saamhorigheid zal brengen.

Compatriots, Dear Antilleans,
In many parts of the world people are getting ready for the Christmas celebration; an event in which we celebrate the birth of Jesus Christ. Antillean people too, both those in the Netherlands and the Netherlands Antilles, are preparing themselves for Christmas. As Antilleans, we love the tradition of the Christmas celebration, which we usually celebrate in the safety of our circle of friends and family. These dark days – in the Netherlands that is – also offer, so close to the beginning of a new year, a perfect moment to reflect on the events of the past year and to look ahead to the coming year.
The end of the year for the Netherlands Antilles is marked by important events in the political field. For the first time, since the discussions about the political future of our islands have started some decades ago, concrete agreements have been made between the Netherlands and all the islands about new political relations. In the future Curaçao and Saint Maarten shall acquire the status of nations within the Kingdom, while Bonaire, Saba and Statia shall acquire a position within the Dutch polity. The nation the Netherlands Antilles as a political entity shall cease to exist. It is also important that these agreements will be bringing new perspectives for the islands and their peoples. They have the prospect to structurally improve the well-being of the islanders. Expectations are that the agreements will be sealed in the new year at a Round Table Conference, after which the transitional process shall then be started on the way to the new set-up.
Furthermore we also look back on a very successful and festive visit of Her Majesty the Queen to our islands last month. The involvement shown by the Queen caused a lot of enthusiasm among the inhabitants of all the islands. The visit underscores the feelings of solidarity within the Kingdom and we are therefore very grateful to the Queen for this visit, which was focused on the youth.
However, these festive and hopeful events should not distract our attention from the long road that we have to walk in order to offer our youngsters a good future. It is a great concern that too many Antillean youngsters on the islands and in the Netherlands, for lack of perspective, end up in a vicious circle of unemployment, drugs and crime. Even more than the political changes, tackling this problem is the real challenge that we have to face. The favorable way in which the Deltaplan of Minister Leeflang has been received both in the Netherlands Antilles and in the Netherlands, offers hope for the future with regard to the latter problem. This plan, which focuses on an integral approach of the youth problems, shall be executed in the coming year.
Besides the problems of the Antillean youth on the islands and in the Netherlands, we surely must not fail to mention that in both parts of our Kingdom, the grand majority of our compatriots are doing a very good job. Sometimes they are doing such a good job, that they surpass a normal and expected performance and I would therefore gladly like to give some attention to their merits.
Not wanting to treat others unfairly, I would like to point to the good job done by Zorgen & Schaven on Statia, Het Project on Bonaire, DARE on Curaçao, Childfocus on Saba and the I-Can-Foundation on Sint Maarten. The volunteers who unselfishly devote themselves to these organizations deserve a lot of respect and gratitude.
In the Netherlands, people of Antillean descent have also stood out in a special way. Thus, at the beginning of this year, Regina Mac-Nack was nominated to be elected as Citizen of Amsterdam of the Year, the oncologist Dr. Bob Pinedo received the Amsterdam IJ-award and this year the Chichi-award was presented to Elvis Monte from The Hague. Furthermore, during the city council elections, 12 members of Antillean descent were chosen and as part of the reading project “Nederland Leest” (Holland Reads) some hundreds of thousands of copies of the book “Dubbelspel” by author Frank Martinus Arion were handed out. Also, the performances by the promising young athlete Jonathan Pengel cannot remain unmentioned.
These are all Antilleans that we should be proud of and who can be examples for our youngsters who are still at the beginning of their futures.
It is therefore due to these positive sounds that we can face the upcoming year with confidence.
